also raven is tier2 and is not a shield tank while this ship is designed to be a tier3 shield tank... is natural that it should be able to fit an efficent active tank and for that at least 7 mids are needed...

sure it shield tank, but is a missile boat that use shield
this ship instead is designed mostly as a tanker so is obvious that its shield tanking should be way superior than a raven... if then we put in that raven is t2 and this ship is t3 then we have not even to try to compare them.
ahhh and not every turret ship do uber damage... proj have quite a crappy dps, comparable to missiles... but whitout their versatility

Edit: By the way, I wouldnt mind if the minnie had gotten the hyperion and the gallente had gotten the maelstrom. A fast, agile autocannon platform with a damage bonus... yummie. So i dont really see any reason to whine for the gallente. At all.
i like the hyperion a lot... the only problem is that it had not worked with ACs... too low damage... basically you run and get in range to get wtfpwnd...

I don't know, but to me that seems quite well balanced. Of course the average Caldari doesn't know the meaning of that word 
we don't know if the Rokh will need to sacrifice a mid for a tracking comp, with it's range mod it could be possible it can fet all it needs in low slots so i will say 7-8 actual tanking mods
also it can chose to passive tank and at range it doesn't need as much cap as a close range ship (who needs to use ab/mwd and is subject to nos)
the Maelstrom instead will need to fit an active setup and will have to fit for sure a cap inj putting its evaluated tanking med slots at 5

The Maelstrom uses Projectiles. Projectiles use no CAP. Projectiles with RoF bonus do more damage (with more versitile damage types also) than railguns. The Maelstrom will have a huge alpha and 100% cap to it's certain-to-be-great tank.
not really proj have poor dps, way lower than hybrids so proj + rof is more or less equal to rails
Rokh can also passive tank and still get benefit of its shield bonus, in fleet (expecially with lag) passive shield will be way better than active also passive tank doesn't use any cap so no big problems to fire rails.
for small engagements the range bonus of the Rokh can be usefull to stay outside of enemy range and will be able to chose between active and passive tank as personal preference.
Mael instead is forced to active tank to get use of its shield bonus so a lot of cap compsumption/management... it can work in small engagements but for fleet will be not a very good solution and whitout the shield bonus the tempest can do more or less the same things for a lower cost.

ehm to get in range is not that usefull if the opponent get out of range because you have not a webber and a slow ship
or we should keep the mwd/ab always on?
also this is a ship focused on tanking so it should have a better tank than ships focused on something else (as a raven or even the new caldari who is primary a railgun boat)

i don't see your point... as everyone said they are pretty close
1400 + bonus is similar to 425mm no bonus
is what everyone said here and your graph just show it
so minmatar ships are using one of their bonuses to be near the dps of hybrid ships whitout bonuses.

not really in topic but want to spend 2 words for the Rokh
personally i'm not that worried for the actual railrokh it can do good damage at around 100km but it's tank will suffer a lot, it will be easy to get at max range but the damage will not be probably overpowered (it also depends but fitting and slot allocation)
the fear i have about that ship is that devs plan to "nerf" combat range... now if it will be done in a way to preserve the current stats (eg a reduction to max lock range) will be ok... if instead will be something like... let's cut range and faloff in half then there will be huge umbalancing problems for this ship as it will stand (by far) outside the turret range of every other ship making it outperform every fleet ship (possibly every "long range" fleet will be composed by them)
another thing that was not mentioned is that yes this is a railboat but it can perform not bad even in a blaster config + void for high damage up to 15km or null for higher distance
